New opportunities for growth and challenge at Cheltenham Borough Council in preparation for the changing landscape of Local Government
Thank you for your interest in Cheltenham Borough Council. We are a medium-sized urban District Council in Gloucestershire directly employing over 450 employees, that has an ambitious Corporate Plan to deliver!
Cheltenham are extremely ambitious – with goals ranging from enhancing Cheltenham’s reputation as the cyber capital of the UK and delivering the National Cyber Innovation Centre in the west of the town, increasing the number of affordable homes through our housing investment plan, and working with residents, communities and businesses to help make Cheltenham net zero by 2030. Our aspirations are more than words – we have won national awards for our commercial approach as a Council and our Golden Valley development has recently been named in the Government’s National Cyber Strategy.
Following the Council’s recent organisational change to bring the housing services back into the Council we are looking to recruit to a number of roles to bring together expertise across two teams previously working for separate organisations.

- Accountant - Housing Revenue Account
- Climate and Decarbonisation Manager
Cheltenham is only one of two District Councils in Gloucestershire who still own their own housing stock. With the proposed changes to Local Government organisation and focus on affordable housing, this provides a unique opportunity to make a lasting difference to tenants and residents in the town whilst also implementing financial and asset management strategies across the organisation which drive growth and economic development in Cheltenham and the wider area.
We are also preparing for a number of significant changes involving some of our key properties – the sale of our Municipal Offices facilitating a move to alternative premises and a strategic review of our Leisure Centre and sports facilities underway. This is an exciting time to join the organisation and play a key role in shaping both the medium-term future of where and how our staff work and how our customers access our services.
At the same time, the general fund budget has successfully delivered over £4m of savings since the pandemic and as we move into a period of recovery the focus is shifting to delivering the clear ambitions set out in the Council’s Corporate Plan, including prioritising the reduction of our Scope 1 carbon emissions.
These roles are for individuals who are focused on initiating change and making a difference. Our team is dynamic, close knit and passionate about creating opportunity and we are looking for energetic and ambitious leaders and future leaders to support them and their development.
